As concluding events in Phase 2 of the Training of Peer Educators on HIV/AIDS at the Workplace in Thailand project, which receives financial support from the Grant Assistance for Japanese NGO Projects scheme of the Japanese Ministry of Foreign Affairs, JILAF held an educator training skill improvement seminar for second-term educators from September 30 to October 2 and a labour-management cooperation skill improvement seminar for first-term educators from October 3 to 5 in Bangkok with the participation of a total of 54 persons.
Educator Training Skill Improvement Seminar for Second-Term Educators
At the beginning of the seminar JILAF Group Leader Tomotaka Inoue commented, "This project is a three-year program for training peer educators. The second-term educators mark the end of the program’s first fiscal year. In this seminar, we want to properly sort out the problems and build a firm foundation to link the second and third year seminars."
Next, Mr. Thawatchai, the chair of the HIV/AIDS working group of the International Trade Union Confederation Thai Council (ITUC-TC), addressed the participants as follows: "I want the trade union members participating in this seminar with JILAF to study correct knowledge about HIV/AIDS and put the experience to use in your workplaces and local communities. I hope that you will be active so that you can contribute even a little to solving the problem of HIV/AIDS in Thailand."
In the three-day seminar, among other activities, there were mock labour-management negotiations concerning a fictitious situation in which an HIV-positive union member in the workplace is transferred to a disadvantageous position by the company and a lecture by the Thai Ministry of Labour on decent work and the social situation. The participants, who took part in the seminar enthusiastically, also compiled concrete action plans. Their attitude of directly confronting the problem of HIV/AIDS was impressive.

Labour-Management Cooperation Skill Improvement Seminar for First-Term Educators
At the opening ceremony for the labour-management cooperation skill improvement seminar for first-term educators, JILAF Deputy Secretary Kenichi Kumatani addressed the participants as follows: "In the current second year of the program, the first-term participants are studying efforts to tackle the problem of HIV/AIDS through labour-management cooperation. In this seminar, I hope that you will learn a lot and aim to further improve your skills." On behalf of the participants, Mr. Thawatchai and Ms. Supaporn of the ITUC-TC expressed their determination to tackle the problem of HIV/AIDS by establishing a setup to solve the problem through labour-management cooperation and engaging in activities in local communities to transmit correct basic knowledge to as many people as possible.
Activities in the seminar included a lecture by the Thai Ministry of Labour on decent work and the social situation; a talk by JILAF Deputy Secretary Kumatani on the facilitation of effective labour-management consultations, together with mock consultations; reports by participants on their activities in the workplace and community; and the drafting of an action plan toward Phase 3 of the program. In addition, on the final day a session was held by a nongovernmental organization that screens applications for ASO (AIDS-response Standard Organization) certification, after which all of the participants took and passed an ASO auditor qualification exam.
These seminars concluded Phase 2 of the Training of Peer Educators on HIV/AIDS at the Workplace in Thailand project. Phase 3, the final stage, is now scheduled to begin.
